The way I see it, the language that seems to actually pin violence (or evil) on God are voiced from the perspective of the victim. For example, in Lamentations, while it was true that the Babylonians decimated Jerusalem, the prophet saw it as God's doing (Lamentations 1:15; 2:1-8, 17, 22: 3:7-13). Viewing it from a perspective outside the midst of calamity, God was seen to have withheld his protection and the Babylonians just did what Babylonians do.
